To begin with, governmental capacity of finance has already enough to solve traffic jam problems. To be specific, people who own their vehicles are charged tax. If they were charged fees due to driving at a certain time, it would be a doubled-tax, which is unjustifiable. Instead, governments should devised other implements to deal with traffic matters. A study was conducted by Korea Tax Association in 2010 with 500 citizens who owns cars as respondents. The purpose of it was to understand the consensus view about raising tax for owing vehicles to ameliorate the traffic environment. The majority did not admitted the statement. The overwhelming claimed that since goverment consumed tax in vain with inappropriate policy it was not necessary to gather further income. They added that government ought to erect the right criterion to allot tax finance where is was needed. Moreover, the size of tax they were paying is so great that they could not afford to pay it anymore.
On top of that, it is impossible for governments to control charging fee. To explain, since there are innumerable amounts of cars during rush our, governments can not decide which cars are owned and driven. In addition, if one lended his or her car to another, which drove during rush hour, it would be confused who are responsible for fee. For example, I will talk about my parents' experience to illustrate this point. When I was in high school, I had commute to school since it was far from home. Everyday my mother drove me to the school, yet the car was my father's. Actually, a policy that charged driving fee was in debate among politicians. My parents were confused, so they petitioned that it was too ambiguous to choose one who was virtually responsible for fee. Finally, goverment canceled the policy.
To sum up, government has had already enough money to solve the traffic problems and cannot implement just due to the size of cars during rush hour. In this regard, I firmly believe that a fee ought not to be charged people who drives their own vehicles during rush hour.
