The reading passage argues that congestion
pricing, a system of charging given to vehicles, has many advantages. In the
lecture, however, the professor refutes this by saying that this system is not
beneficial at all.
First, the writer asserts that the congestion pricing is the main
contributing factor to safe driving. This is because the less volume of traffic
is linked with the less number of accidents. The writer gives an example of a study to prove that this correlation, which personal
accidents were diminished by ten percent while
the congestion pricing was in operation in the city, Stockholm. In contrast,
the professor opposes this by saying that the
opposite outcome is true. When the volume of traffic is decreased, drivers are
likely to speed up. Thus, this will cause many accidents in return. For
example, some researchers concluded that if the speed of vehicles is increased by about thirty percent, then this may double the
number of accidents.
Second, the reading claims that local people will feel convenient to use
public transportation. With a lot of cars and trucks on the road, buses can
barely stay on schedule so that people have to wait. Yet, thanks to this
system, people do not have to squander their time to wait for buses. On the
contrary, the lecturer casts doubt on this by saying that it is inconvenient in
the long term. To be specific, if more people use the public transportations,
the capacity to allow those people will exceed. As a result, people will feel
discomfort to ride the public transportations. Moreover, it will be difficult
for people to catch buses.
Third, the writer maintains that the congestion pricing is conducive to
the local businesses. In fact, companies have to pay a large amount of money
because of fuel consumption. Nonetheless, the professor contradicts this by
saying that this does not match with reality. According to one of the surveys, local retailers criticized the
existence of the congestion pricing. This result means that this system is not
favorable for local businesses. |
